When developing in Costa Rica two additional steps are necessary prior to receiving a building permit when the property is “concesión” and not titled. First a “Plan Regulador” (similar to zoning) is required. Either a new “plan regulador” or a modified “plan regulador” can take up to one year. Next a “concesión” (agreement with the local municipality with final approval from ICT ((The Costa Rica Tourist Board)) is required. This “concesión” agreement generally takes 4 months. The nuances of this process are best described in detail only through appointment in Costa Rica.
